The independent investigation announced at FIFA’s Congress last year acknowledges the organization’s responsibility for a “significant scale of human rights abuses suffered by hundreds of thousands of migrant workers” during the 2022 World Cup in Qatar, said AI.

“FIFA should immediately publish and act on the findings of the investigation it received five months ago, acknowledging its responsibility for the abuses suffered by workers who made the 2022 World Cup in Qatar possible,” the organization said in a statement.

An investigation by the British newspaper The Guardian in 2021 found that more than 6,500 migrant workers had died during the construction of the stadiums, a figure the tournament organizers have disputed, saying 37 deaths were non-work related and three were work related.

“Ahead of its annual Congress next week, FIFA must make public the investigation into its responsibility for human rights abuses linked to the 2022 World Cup and respond positively and promptly to its recommendations.

FIFA received the findings of the investigation three months ago but has yet to make them public or act on them, said Steve Cockburn, Amnesty International’s Head of Economic and Social Justice.

“This delay only prolongs the suffering of families who have lost loved ones and workers who suffered abuses delivering FIFA’s showpiece event. FIFA cannot erase this pain, but it can and must implement a plan to deliver justice and use its vast resources to remedy the harm it contributed to,” he said.

FIFA’s decision to award the tournament to Qatar in 2010 without first ensuring adequate human rights protections meant it “facilitated over a decade of abuse that has not been remedied,” AI said.
