"Chaos in service" after thousands of "undue" tax authority notifications
"Thousands of citizens with significant physical disabilities" are being "improperly" notified by the AT to present the multipurpose certificate, the National Federation of Trade Unions of Public and Social Workers denounced today, anticipating a "chaos in the service".

In a statement, the union structure refers that the notifications are reaching people whose relevant physical disability is "duly proven by the Local Finance Services" and confirmed in the cadastral data of the Tax and Customs Authority (AT).
"This fact will cause chaos in the face-to-face service with the undue displacement of these citizens to the Local Finance Services, Citizen's Shops and Counters, forcing the AT workers, who in normal circumstances are already insufficient for the tasks they have to perform, to analyze thousands of statements and assist the corresponding citizens", the statement says.
The notifications that are being received are justified by the fact that the IRS declaration related to the 2023 income (and whose delivery deadline is ongoing) was considered "divergent", indicating the need to present the multipurpose certificate -- which certifies the disability.
For the union structure affected by the CGTP, in addition to the "poor public service that is provided to citizens", this behavior "reveals the disarray that reigns in that State organization" and "the lack of respect for its workers and for the citizens taxpayers in general".
Last week, Lusa received complaints from taxpayers who are still waiting for the IRS refund despite having submitted the declaration at the beginning of April with a multipurpose disability certificate, considering that there is "discrimination in relation to all other people who do not live with a condition and who have already received their refund".
Some of these people also complain that, this year, their refund is more delayed than in previous years.
In response to Lusa, an official source from the Ministry of Finance stated that the "existence of a tax-relevant disability condition, duly indicated in the income tax return, is not a condition for the validation and settlement processing of the declarations, and these declarations and respective refunds are treated and processed on an equal footing with the others".
