Park Sang Hak, head of the North Korean defectors' group Fighters for a Free North Korea (FFNK), said the balloons were launched from Ganghwa Island, near the Korean Demilitarized Zone that serves as a border between the two Koreas.
Some of the leaflets carried direct criticism of the North Korean leader, with one saying: "Kim Jong-un is nothing more than a traitor and an enemy of our people."
Park accused the North Korean leader of blocking reunification and "perpetuating his reign".
"We sent these leaflets to our fellow North Koreans, who have become modern-day slaves," the activist said.
The South Korean government, which has repeatedly warned that inter-Korean relations are sensitive, has urged activists to refrain from such actions.
In 2023, a South Korean court ruled that a ban on such leaflets was unconstitutional, arguing that it restricted freedom of speech.
In 2020, North Korea cited the defectors' activities to justify cutting off communications with its southern neighbor.
