European Commission Vice President Maros Sefcovic and UK Foreign Secretary David Cameron met for a meeting of the EU-UK Joint Committee of the Withdrawal Agreement and the Partnership Council of the Trade and Cooperation Agreement (TCA).
In a joint statement, the two sides said they continued to consider the protection of citizens' rights a priority and agreed to intensify efforts to "find solutions to outstanding issues".
Sefcovic and Cameron welcomed the "positive impact" of the Windsor Framework (negotiated between London and the EU and formally adopted in March 2023) in Northern Ireland, where political institutions were restored in February after a two-year suspension.
However, they acknowledged that challenges remained and committed to working "to ensure the full and timely implementation of all elements of the Windsor Framework in a faithful and timely manner".
The Windsor Framework helped resolve the issue of the movement of goods between the EU and the UK. The agreement aimed to ease the flow of goods that had been hampered by additional customs checks and paperwork on goods arriving in Northern Ireland from the rest of the UK, which remained aligned to EU rules to avoid a hard border with Ireland.
One of the decisions taken on Tuesday was to allow businesses in Northern Ireland to benefit from UK tariff rate quotas for specific agri-food goods, while protecting the EU single market.
The environment, energy, trade, a level playing field, sanitary safety, fisheries, counter-terrorism and cybersecurity were among other issues discussed by the two officials, who expressed openness to cooperation.
For example, they spoke about the regular exchange of information on the market surveillance of non-food products, strengthening collaboration between the European Centre for Disease Control and the UK Health Security Agency, and starting technical work to allow automated searches of vehicle registration records.
Brussels used the meeting to press London for greater access to British waters after 2026, when a post-Brexit transition deal that cut European fishermen's quotas by 25% comes to an end.
