In a motion that the Mayor of Lisbon will present this afternoon at the public meeting of the municipality, and to which Lusa had access, the social democrat proposes that the local authority request the Government "compensation, through the Environmental Fund, for the potential increase in the airport's temporary capacity".

In the document, Carlos Moedas also argues that the municipality should demand from the concessionaire, the French Vinci, "the immediate minimisation of the impacts caused by the maintenance of the operationality of Humberto Delgado Airport until the construction and entry into operation" of the new infrastructure at Campo de Tiro de Alcochete, "through financial compensation and/or projects to minimise environmental impact".
In the motion, entitled "New airport -- For the demand for financial compensation and/or projects to minimise environmental impact", the mayor recalls the announcement made on 14 May by the Prime Minister, the social democrat Luís Montenegro, of the construction of the new airport for the Lisbon region at Campo de Tiro de Alcochete, following the recommendation of the Independent Technical Commission (CTI).
"With this rapid, clear and well-founded decision, after 32 days in office, and which others took years to make, this strategic decision of national interest also implied the determination to develop a works plan for Humberto Delgado Airport", recalls Carlos Moedas.
In the text, the mayor states that, unlike previous governments, which had decided, "although not announced", the existence of 72 movements per hour, of which 48 in Portela and 24 "in the potential airport of Montijo", the current government "is committed to its gradual reduction so that in 10 years there will, in fact, be 0 (zero) movements per hour at Humberto Delgado Airport".
"Recognising that improving the operational capacity of the current airport requires the above-mentioned investment, this necessarily implies the creation of compensatory financial measures that allow the impacts generated to be mitigated, safeguarding the interests of the population that makes up the city of Lisbon, namely in terms of noise and pollution", argues Moedas.
The Air Force Firing Range, also known as Campo de Tiro de Alcochete (due to the proximity of this urban centre), is mostly located in the parish of Samora Correia, in the municipality of Benavente (district of Santarém), and also has a small part in the parish of Canha, in the municipality of Montijo (district of Setúbal).
The municipality of Benavente, with an area of approximately 521 square kilometres, is located on the border of the district of Santarém with the Lisbon Metropolitan Area (AML).
