Pedro Duarte calls for the democratic maturity of the parties to negotiate IRS
The Minister for Parliamentary Affairs, Pedro Duarte, today called for democratic maturity from the parties to discuss the Government's proposal for IRS, which will be lowered to the specialty at the request of the PSD.

At the end of the debate on the parties' proposals to change the IRS rates, Pedro Duarte defended the Government's proposal, arguing that not only did he present it in "record time", but it also "led to unanimity on the need to alleviate" the IRS for the middle class.
"Let's give this sign of democratic maturity and discuss in a high-level but constructive way for the Portuguese", he said.
The government official appealed to the political parties with parliamentary seats to "technically discuss" the executive's proposal and "try to reach a good solution".
Pedro Duarte's statement came after the leader of the PSD parliamentary group announced that the party had requested that the proposal be submitted to the specialized committee.
The Minister of Parliamentary Affairs stressed that the Government presented the proposal that it considered "the most balanced", following two priorities: alleviating the tax burden for the middle class and "not spoiling the budgetary balance".
In this sense, he guaranteed that the executive "expressed its full openness from the beginning" to deepen "negotiations" and "discuss different proposals for the broadest possible consensus".
The Government's proposal reduces the IRS rates up to the 8th bracket compared to 2023, foreseeing an aggregate reduction of more than three percentage points (p.p.) in the 2nd and 3rd brackets, 3 p.p. between the 4th and 6th brackets and 0.5 and 0.25 p.p. in the 7th and 8th.
