The initiative was welcomed by the Spanish government and the investment could create about 17,500 jobs, Amazon said in a statement.
The project, presented during a meeting with businesspeople and local leaders, will have an impact of almost €21.6 billion on the country's gross domestic product (GDP) by 2033, it added.
Amazon's decision "highlights the attractiveness of our country as a strategic technological centre in the south of Europe", digital transformation minister José Luis Escrivá said in the statement.
It is the "most important economic investment in the history of our region", Jorge Azcón, president of the Aragon region, said on the X social network.
According to Suzana Curic, general director of Amazon Web Services (AWS) for Spain and Portugal, the data centres will be powered entirely by renewable energy.
