European Commission fines Mondelez International €337.5 million
The European Commission has today fined multinational Mondelez International, which owns brands including Oreo biscuits and Toblerone chocolate, €337.5 million for breaching EU antitrust rules.

The EU executive has concluded, after an investigation, that Mondelez, based in the United States, violated EU competition rules by engaging in anti-competitive agreements or concerted practices with the aim of restricting the cross-border trade of various chocolate, biscuit and coffee products and also by abusing its dominant position on certain national markets for the sale of chocolate bars.
In a press conference, the European Commissioner for Competition, Margrethe Vestager, said that Brussels concluded that "Mondelez illegally restricted retailers from sourcing these products in Member States where prices are lower", which allowed it to maintain higher prices, which "harmed consumers, who ended up paying more for their chocolate, biscuits and coffee".
The company is responsible for 22 anti-competitive agreements or concerted practices and for abuse of dominant market position, and the infringements covered a large part of the EU, having lasted between 2006 and 2020, with the exception of coffee products that the multinational sold in 2015.
The Commission concluded, according to a press release, that Mondelez's illegal practices prevented retailers from being able to freely source products in Member States with lower prices and artificially divided the internal market.
Mondelez's aim, it considered, was to prevent cross-border trade from leading to price reductions in countries with higher prices.
Cooperation with the investigation earned the company a 15% reduction, to 337.5 million euros, in the initially planned fine.
Mondelez owns chocolate brands such as Côte d'Or, Milka and Toblerone, as well as biscuit brands such as Oreo and TUC.
