According to the dispatch published today in the Official Gazette, which, in the case of Ana Jorge, is signed by Prime Minister Luís Montenegro and by the Minister of Labour, Solidarity and Social Security, Maria do Rosário Ramalho, the entire current management team of SCML ends their duties as of today.
The Government justifies the removal of the ombudsman and the members of the Board with "seriously negligent actions that affect the management of the Santa Casa da Misericórdia de Lisboa".
According to the information available, the Government understands that there is a lack of "a financial restructuring plan, taking into account the imbalance of accounts between the current and capital structure" and that Ana Jorge has not been able to present this plan "since she took office until now".
Ana Jorge took office on May 2, 2023, chosen by the previous socialist government of António Costa, and inherited an institution with serious financial difficulties, after years of pandemic and a process of internationalization of social games, carried out by the administration of the ombudsman Edmundo Martinho, which may have caused losses in the order of 50 million euros.
In the dispatch published today, the Government states that the current administration of SCML did not provide "essential information for the exercise of supervision", namely the report and accounts for the year 2023, "even in a provisional version", and on the budget execution of the first three months of 2024.
It also accuses Ana Jorge of "lack of response [to] all requests for information requested so far".
The accusations made against the ombudsman of the Santa Casa da Misericórdia de Lisboa extend to the members who make up the Board, in this case three members and the vice-ombudsman, who, in the case of the latter, is dismissed at her request.
Before assuming her duties as ombudsman of SCML, Ana Jorge was president of the Portuguese Red Cross, a position she had held since 2017.
Before assuming her duties at CVP, she was, between 2016 and 2021, coordinator of the Mission Unit of the Hospital da Estrela, of SCML.
The pediatrician was Minister of Health in the XVII and XVIII constitutional governments, deputy and manager of several health institutions and the social economy.
