Prime Minister Luís Montenegro today warned universities that they must be strict in using the funding available, arguing that we cannot be "at the last minute" looking for projects to avoid having to return money.

"We increasingly need to be rigorous in using the financing volume we have at our disposal", said Luís Montenegro, during the inauguration of a multipurpose pavilion and the Portuguese Center for Nuclear Magnetic Resonance (NMR), two new infrastructures from the University of Aveiro (UA), which represent an investment of over 18 million euros in buildings and equipment.
In his speech, Montenegro mentioned that no financing sources are inexhaustible and stressed that the European financing sources "will always be increasingly problematic and difficult" for a country that will celebrate 40 years since it joined the European Union. "We cannot keep missing opportunities. We need to be selective, rigorous and we need to fulfill our goals with results. We cannot turn a blind eye, nor can we keep looking for projects at the last minute just to spend the money so we don't have to return it. That's not life", he said. Shortly before, the dean of UA, Paulo Jorge Ferreira, had warned about the importance of ensuring multiannual financing for the Portuguese NMR Center, which was inaugurated today, stating that this means "investing in our science and in our economy at the highest level". An appeal that would later be reinforced by the Center's manager, João Rocha, when stating that the financial effort associated with the creation of this infrastructure is "severely threatened". "The Foundation for Science and Technology (FCT) has not opened any competitions for the acquisition of equipment for a long time, nor has it given any news about when it will do so. UA's spectrometers, generally over 10 years old, are becoming obsolete and are starting to break down increasingly frequently, and their operational costs have almost tripled", said João Rocha. The researcher argued that it is essential for the Center to receive multiannual financing from FCT, which "will allow it to update its equipment and at least partially cover the operating and maintenance costs". "Portuguese science needs more happy days. The ability to turn this need into reality is in your hands", concluded the manager of the Portuguese NMR Center, addressing the Prime Minister. The UA Caixa Multipurpose Pavilion, which has already hosted the final stages of the National University Championships, has a capacity for around four thousand people and comes to fill the gaps that existed in the capacity to host large academic, cultural and sports events.
