EMEL criticised for closing car park for concert
The car parks of the Military College, Cosme Damião and Avenida Lusíada, in Lisbon, are closed to the public until Sunday, due to the concerts of the singer Taylor Swift, but users and traders complain about the lack of notice and viable alternatives.

In a note published on its 'website' on Monday, EMEL-Lisbon Municipal Parking and Mobility Company indicated that the restrictions (with access restrictions) started at 8 pm on Saturday in the Colégio Militar and Cosme Damião car parks and at the same time on Monday in the Avenida Lusíada car park.
However, Lusa had access to 'emails' sent on Friday to subscribers of the Colégio Militar car park, next to the Colombo Shopping Center, stating that it would be closed from 8 pm on Monday (48 hours later than indicated in the EMEL note) and that an alternative would be the Cosme Damião car park (an enclosed space).
In the message sent to subscribers on the day before the restrictions began, "early removal of the vehicle" was requested.
"In order to minimize any inconvenience to subscribers of the affected car parks, the possibility of parking during this period in the car parks of Alto dos Moinhos, Estrada da Luz, Telheiras Nascente and Telheiras Poente was made available, simply by identifying themselves at the time of access with the monthly subscription number", explained the company on its website.
In the case of Colégio Militar, it added, the restrictions serve "for assembly and creation of spaces for the thousands of spectators waiting to enter and who may come a few days before". The creation of these spaces is also the justification for the closure of the Cosme Damião car park.
In fact, at the entrance through Rua Dr. João Couto, a panel has already been set up indicating "Floor 3" and "Waiting Area".
Several shopkeepers and workers in the vicinity were caught off guard on Monday by the closure of the car park, as was the case of Andreia Neto, a 34-year-old shopkeeper, who "had an 'email' from EMEL in 'spam' [junk mail]" which she only read that day, after being prevented from using the car park.
"The agreements are for that, for us to have our place reserved and, at this moment, they did not give us a solution, or we pay for parking or we have to go by Uber", criticized the shopkeeper.
For Andreia Neto, EMEL's alternatives are all "very far away" and the company should have given more notice, because "they are not ensuring what is in the contract" and "there was not even a 30-day notice", or 15 days for those who do not have a subscription.
The owner of a beauty salon and training school, Catarina Moreira, also criticized the closure of the car park and the lack of alternatives.
"We pay a monthly fee and we cannot use the car park. I recently had surgery and I cannot leave my car far away and have to walk all the way, because I am forbidden by the doctor, and I have parking at the door of the establishment that I cannot use", she said.
Catarina Moreira believes that EMEL should have given customers "a card or something like that" that would allow them to park on the street "without having to pay", since street parking is also managed by EMEL.
The shopkeeper added that she will "complain and talk to a lawyer in order to be reimbursed for all the expenses" she is incurring in parking, "while still paying an EMEL fee".
"I warned my clients about what will happen on Thursday, Friday and Saturday and I am subject to these clients canceling their services, because they do not want to come here because they have no place to park and it will be a huge mess", she said, criticizing the fact that they were not even informed that it was a concert, but "a matter of public safety".
A building materials dealer on Rua Dr. João Couto, Filipe Monteiro said that the closure of the EMEL car park is harming customers and employees of the space.
"We have several agreements with EMEL for that car park and we are deprived, from one moment to the next. Nobody clarifies anything and the alternatives they give us are almost a kilometer away", he complained.
The shopkeeper said that he has already sent several 'emails' to EMEL, asking for clarification, but has not received any response.
"If they would at least give us the possibility of parking in front of the office during this week and not paying, but not even that. We feel wronged and harmed", he said.
Employees of companies near the Colégio Militar car park told Lusa that they went to the Telheiras car park in the morning, but were unable to enter because there was no employee to open the gate.
Another complaint is the fact that people have to pay for transportation from the alternative car parks suggested by EMEL to their workplace.
Lusa contacted EMEL, but has not yet received a response to the questions asked.
