"A cultured, vigorous and innovative man" who "was laying new and important foundations in the excellent relations between Cape Verde and Portugal", leaving "a longing and an unfillable void", wrote the Head of State on his personal Facebook page.

"We are all infinitely poorer", said José Maria Neves, grateful "for his irreproachable legacy" and expressing "deep condolences to Portugal, his family and friends".

Together with the message, the Head of State published a photograph of the two on the day of the diplomat's presentation of credentials, in the city of Mindelo, on 28 February 2023.

Paulo Lourenço was the victim of a sudden heart attack after a walk, shortly before 8:00 pm (10:00 pm in Lisbon) on Friday. Despite resuscitation manoeuvres, he arrived at the Agostinho Neto Hospital in the capital already dead.

Paulo Jorge Lopes Lourenço had been a career diplomat since 1995 and held positions at the Portuguese embassies in Luanda, London, Sarajevo and Belgrade.

Between 2012 and 2018 he was consul-general in São Paulo.

Between February 2020 and until he was appointed ambassador to Cape Verde in December 2022, he headed the Directorate-General for National Defence Policy, a position in which he negotiated the new Defence framework programme between Portugal and Cape Verde for the period 2022 to 2026.
